Looks like a BlackBerry Smartphone, assuming it's the full touchscreen London, will be Bluetooth 4.0 compliant. In a document spotted by CrackBerry,
shows a BlackBerry Smartphone (RFH121LW) with OS Version 10.0.9.341 in
the details. We know that the BlackBerry 10 Dev Alpha device is
currently at the public beta OS of 10.0.9.388. So it's close, but we
still can't say for sure what smartphone the RFH121LW might be.
In the meantime, here is a little snippet of info from Wiki about what Bluetooth 4.0 means:
Bluetooth low energy (BLE) is a feature of Bluetooth 4.0 wireless radio technology, aimed at new, principally low-power and low-latency, applications for wireless devices within a short range (up to 50 metres / 160 feet -see table below). This facilitates a wide range of applications and smaller form factor devices in the healthcare, fitness, security and home entertainment industries.
